can't run the big sur marathon and want to sell your bib number?

im running in the half marathon and my friend really wants to run in it too but was too late to register. The official cancellation policy of the Big Sur marathon specifically states..."exceptions.You may not roll it over to another year or transfer, sell or give it to another person if you are unable to run. "  Since one is required to show photo ID to pick up bib, the person who buys this bib will be out of luck. And if something happened to the person buying your bib during the course of the race, we wouldn't know who the person is. The liability issue is huge.
