I understand that this is a "fan-friendly" course, but I have a slightly different question.

Are there a lot of fans there?

Tons! The people really come out to support this race. They congregate in the middle of the figure 8, and of course for the finish inside the stadium. There are also quite a few residents along the course who come out and cheer as the runners go by their houses.
