Why elite runners in puerto rico can't run under 29.50 in 10k

why elite runners like Luis collaso and Cesar lam can't run under 29.50 the 10k road race,why, it could be the wheather, altitude or just puertorican runners don't have what it takes to run with world elite distance runners. could somebody answer this.

no i'm just a regular jogger, but my question is a fair question, because elite runners in puerto rico are doing times in 5 and 10k the hight school kids are running today and college women. runners in puerto rico today are running almost the same times that runners from the 70s and 80s were running. :D
