It's a hilly course, should I use a road bike or a TT bike?

Unless you’re racing the Alpe d’Huez Triathlon then the answer will almost always be to use a Time Trial bike. These are around 4kph faster than your average road bike and even on the hilliest courses there is enough flat riding to justify using it.

The climbing is marginally slower, however long and straight descents and flat riding is so much faster you’ll be giving too much away if you’re on a road bike. That said you have to be comfortable on the TT bike and happy riding that position to be fast.
